City Budget Documents & Financial Reports

The Finance Department produces three annual fiscal reports: the City Budget, the Annual Comprehensive Annual Financial Report, and the Popular Annual Financial Report. The preliminary budget is published in October. The final budget, as adopted by City Council, is published in December. The ACFR is published at the end of June. The City of Oxford’s fiscal year corresponds with the calendar year.

Budget

The City’s Budget is a forward-looking document that plans for the upcoming fiscal year. The budget sets out anticipated revenue and expenditures for accomplishing a variety of services over a given time frame. The documents detail the City’s budget by fund, department, operating, and capital. Check out the Budget Documents in the financial document finder at the bottom of this page. 

Annual Comprehensive Financial Report

The Annual Comprehensive Financial Report is a set of financial statements that allows readers to understand the true financial picture of the City of Oxford. It compares the previous year’s financial performance to the financial data (revenue and expenditures) projected in the budget. 

The financial statements appearing in the Annual Comprehensive Financial Report are prepared in conformance with Generally Accepted Financial Principles (GAAP) and audited by an independent auditing firm. The numbers contained within the Annual Comprehensive Financial Report are obtained by employing the basis of accounting principles as prescribed by the Governmental Accounting Standards Board (GASB).
