General Information

Residential and nonresidential property owners and/or occupants are required to maintain and upkeep their property and buildings according to the Property Maintenance Code.

Local code requirements address items such as:

  • Weed and Grass Control
  • Trash, Litter and Rubbish Accumulation
  • Upholstered Furniture Outdoors
  • Abandoned Refrigerators
  • General Building Maintenance

 

Residential Rental Requirements

The City administers a Rental Permit program as a means of conducting inspections of residential rental properties to check for Property Maintenance Code compliance. Code Enforcement Officers inspect properties for a number of items including, but not limited to, the following:

  1. Occupancy & bedroom sizes. Each bedroom must contain at least 70 square feet per occupant.
  2. Means of egress. Bedrooms must comply with applicable emergency escape requirements. 
  3. Carbon monoxide detectors. Any residential property that has either fossil fuel burning equipment or an attached enclosed garage must have a carbon monoxide detector installed in the immediate vicinity outside of each sleeping area.
  4. Smoke detectors. Smoke alarms using both photoelectric and ionization technologies are required on every floor, including basements and cellars but not crawl spaces or uninhabitable attics. Photoelectric smoke technology is required in each room used for sleeping purposes, as well as on the ceiling or wall outside of each separate sleeping area.
  5. Fire extinguisher. All units must be equipped with a fire extinguisher in or near the kitchen.

 

Manufactured Homes

Manufactured Home Parks are licensed by the Ohio Department of Commerce. The Department of Commerce conducts periodic inspections of all manufactured home parks in Ohio, but not the interior of individual dwellings located within the parks. The Department of Commerce also handles the permitting of each new manufactured home installation. For manufactured home parks, the City of Oxford enforces only the exterior site/land sections of the Property Maintenance Code (such as tall grass complaints, exterior rubbish, outdoor storage). Residents who have property maintenance concerns about manufactured home parks are encouraged to contact the Ohio Department of Commerce and also the City of Oxford.
