The Community Development Department is the city's authority for planning, zoning, and code compliance. Our work includes reviewing development applications, enforcing local zoning and property maintenance regulations, and conducting building inspections to ensure all construction and land use activity meets established standards.
Code Reform
The City of Oxford is embarking on a comprehensive overhaul of local planning and zoning regulations, its first ever historic preservation plan, and a substantial update to architectural guidelines. The process began in October 2024 and is ongoing as of 2026. Community Development Director
Sam Perry, AICP
As Director, Sam provides executive oversight over all duties and functions of the department. Sam holds a Master of Geography from Murray State University and a Bachelor's degree in Agriculture from Berea College in Kentucky. Sam has served as Community Development Director since 2018, and been around the construction and development industry for more than 25 years.

City Planner / GIS Coordinator
Zachary Moore, AICP
Zachary is the primary contact on all inquiries and matters related to development review, GIS, and zoning. Zachary holds a Master of Community Planning from the University of Cincinnati, as well as a Bachelor of Arts in Urban Affairs & Geography and a GIS Certificate from Wright State University.

Code Enforcement Officer
Derick Snodderly
Derick’s primary duties include conducting annual inspections of fraternity houses as well as biennial inspections of all other rental units registered with the City. He also follows up on complaints from the public on issues involving property maintenance or zoning. Derick is certified by the International Code Council as an enforcement officer and inspector.

Ben Braeutigam
Ben is the primary individual in charge of administering the city's rental permit and tobacco retail licensing programs. Ben also assists Derick with ongoing rental inspections and enforcement follow-up.
