Oxford Outdoor Refreshment Area
Section 4301.82 of the Ohio Revised Code (ORC) authorizes municipalities under 35,000 in population to create Designated Outdoor Refreshment Areas (DORAs).
The Oxford City Council passed a Designated Outdoor Refreshment Area (DORA) for the Uptown Business District in Oxford, Ohio on June 16, 2020.
The DORA allows patrons to purchase an alcoholic beverage from a local establishment and carry their beverage outdoors in a designated area. The creation of this DORA is a result of citizen and business owner requests. This program will allow for patrons to support local businesses and enjoy an alcoholic beverage while sitting at sidewalk tables or in the Uptown parks. The City Manager’s office has conducted research with many other Ohio communities with operating DORAs and all have reported that DORAs spur economic activity and none have reported major problem behaviors as a result of the program.
The DORA will be in effect during the time period that most Miami Students are not on campus.
The DORA will be in effect in Oxford, Ohio from June 26 to August 9, 2020 for this summer. It can be turned on at other times during the year with the permission of City Council. (For example: for an event during winter term).
It will be in effect during the above months from 11am-11pm, seven days a week.
Bar owners will provide a special compostable DORA cup that may be used outside. These cups will be designed and sold to bar owners by Enjoy Oxford.
Patrons will need to empty their cup and place it in a composting bin before entering a new establishment. They cannot enter into one bar with a beverage from another location. A new cup is required for each location.
The City of Oxford Service Department will manage the compost and trash collection in the Uptown Business District. The Division of Police will provide police coverage and enforcement. Extra sanitation and police staff may be brought in for especially busy time periods.
Boundary for Outdoor Refreshment Area:
The boundary of the Oxford Outdoor Refreshment Area is described as follows: the East side of Beech Street from Church Street to Walnut Street, the North side of Walnut Street from Beech Street to Campus Avenue, the West side of Campus Avenue from Walnut Street to Church Street, and the south side of Church Street from Beech Street to Campus Avenue. Said description contains approximately 20.97 acres.
Semi-permanent signs will be posted at all entrances and exits.
