Income Tax Board of Review consists of three city residents. One appointed by the City Manager and two by the City Council for two-year terms. Members appointed by City Council may serve an unlimited number of terms if reappointed by City Council. The board member appointed by the City Manager shall serve at the discretion of the City Manager. Any person dissatisfied with any ruling or decision of the City’s tax administrator may appeal to the board within sixty days from the announcement of such ruling or decision by the administrator, and the board shall, on hearing, have jurisdiction to affirm, reverse, or modify any such ruling or decision or any part thereof
