The Housing Advisory Commission makes recommendations to Council on housing, disbursement of the Affordable Housing funds and other funds designed for moderate to low-cost housing and development, as well as working with other assistance organizations. The HAC shall report to City Council annually on the status of housing issues in the City of Oxford.

Our Mission
The mission of the Housing Advisory Commission is to foster an environment in which all current and future residents of Oxford will have an opportunity to own or rent a home. The Commission will accomplish this through research, education and advocacy, focusing on:

Encouraging the Use of Sustainable Building Practices to provide an improved Quality of Life in Oxford, especially the Mile Square.
The Commission will communicate with other city Commissions and Boards to gather and disseminate information such that reliable and thorough recommendations can be provided to Council on housing.
2025 Affordable Housing RFP Selection Process
In January 2025, the City of Oxford issued a Request For Proposals (RFP) for an affordable housing development at 5234 Hester Road. Four firms submitted proposals:
The scoring committee consisted of members of city staff and the Housing Advisory Commission. Members shared their scoring and ranking for each proposal. Based upon this review, the committee selected two finalists to interview: Empower Me Living and Habitat for Humanity.
The top two-ranked applicants, Empower Me Living and Habitat for Humanity, have strong experience and initial funding to get their projects started immediately. Both top-ranking applicants proposed income-aligned housing and supportive programming.
The third-ranked applicant, Homefull, had a strong proposal but did not have funding aligned and did not plan to start the project until 2027. 2027 was the finish date for the other two top-scoring proposals.
The fourth-ranked applicant, Gay & Usher LLC, provided scant details in their proposal, which caused them to score low.
The committee asked city staff to conduct follow-up interviews with the finalists. Staff interviewed both top candidates and asked for additional information. Based on a review of their responses and interviews, staff recommended to the Housing Advisory Commission to advance working with Empower Me Living and their partner, Inclusive Housing Resources.
At the City Council meeting on May 6th, the Housing Advisory Commission and city staff will recommend that the Council pass a resolution authorizing the City Manager to begin negotiations with Empower Me Living to create a development agreement.
