treesPer Oxford Code 1305/PMC 111, the Board of Appeals consists of five members, appointed by City Council to serve five year terms. City Council shall appoint two alternate members to serve if there is an absence or conflict of interest. The alternates may be city employees knowledgeable in property maintenance. The Housing Board of Appeals is a decision-making board that hears appeals of any person affected by a decision of the code enforcement official or order issued under the City of Oxford Property Maintenance code. The Oxford Property Maintenance Code (PMC) is derived from the International Property Maintenance Code. The PMC is primarily used to maintain health and safety standards for residential rental properties. It is also used for enforcement of exterior conditions of non-rental properties, such as tall grass, litter on private property, peeling paint, and general upkeep.
