Internal Affairs

It is the policy of the Division of Police that all allegations of employee misconduct will be appropriately investigated and promptly adjudicated. Allegations of misconduct are the responsibility of the division’s internal affairs function. The goal of internal affairs is to ensure the integrity of the police division through an internal review system where objectivity, fairness and justice are assured by intensive, impartial investigations and review.

How to Make a Complaint

1. The Initial Statement

If you wish to make a complaint about the actions of an Oxford Police Officer, another member of the Division of Police or any aspect of Oxford Police operations, download, print, and fill out the Complaint Against Personnel form. You can also pick one up from the Oxford Police Division. Complaints must be completed by anyone directly involved in the action or witness to the action resulting in the complaint. You will use this form to explain the basis of your complaint and the person(s) you are filing the complaint about.

The Oxford Codified Code 141.044, the Contract between the City of Oxford and the Police Officers Article XVIII (2), Sergeants and Lieutenants Article XVIII (2), and the Non-Commissioned Police Department Employees Article XVII (2) require all complaints to be signed and notarized upon completion. Several Dispatcher/Clerks at the Division of Police are Notaries Public for division purposes and you may utilize one if available. There are other Notaries Public available in the area.

2. After Completing the Statement

Once the statement is completed and notarized, go to the Oxford Police Division and a command officer will speak with you. The command officer will review your statement with you and may request clarification or specific information if needed.

Your complaint will then be fully investigated by an officer or officers assigned by the Chief of Police. The investigating officer may contact for additional information during the investigation.

Upon the completion of the investigation, the Chief of Police will issue a written report concerning the findings, and a copy will be sent to the complainant(s).

If you know of any incidents of misfeasance, malfeasance, or nonfeasance on the part of any employee of the Division of Police, please report them.

  • Misfeasance: the doing of a lawful act in an unlawful manner.
  • Malfeasance: the doing of a wrongful act, especially by a public official.
  • Nonfeasance: the failure to perform some act that is either an official duty or legal requirement.

Notice to Complainant

Knowingly making a false statement, when such a statement is sworn or affirmed before a notary public or other person empowered to administer oaths, is a misdemeanor of the first degree, punishable by six (6) months in jail and/or a $1,000 fine. (ORC 2921.13 - Falsification)
