General Information

  • All residential rental units require an annual Rental Permit.
  • Rental units require safety inspections every 18 to 24 months, except for Fraternity Houses which require annual inspections.
  • Rental Permits are not transferable; every time a property is transferred to a new owner, a new Rental Permit must be obtained.
  • Rental Permits are typically issued per structure, unless there is a legal division between units within the same building (i.e. condominiums).
  • Fee payments and inspection scheduling are handled through the GovWell platform.
  • You will receive automatic emails from GovWell whenever it is time to renew a Rental Permit.
  • Renewals can be processed remotely and fully online using GovWell; there is no need to fill out paper applications or mail in checks for fee payment.

Information for Tenants

  • Consider permitted occupancy. This is the number of permitted unrelated occupants in a dwelling unit.
  • Download and read the Tenant-Landlord Facts Pamphlet.
  • Read your lease prior to signing, and keep a the signed copy for future reference.
  • If there is a problem at your property, such as a non-working furnace or toilet, you should contact your agent first. If the agent does not resolve your problem, then contact us.

 

Information for Owners and Agents

Codified Ordinances Chapter 1305 PMC-310 defines requirements for applications, permits, and agents.

Agent

An agent for a Rental Permit must be either: (1) a permanent resident of Butler County, Ohio, or an adjoining county in Ohio or Indiana; or (2) an entity operating a permanent office in Butler County, Ohio or an adjoining county in Ohio or Indiana. Owners may act as their own agent if they live in Butler County, Ohio or an adjoining county in Ohio or Indiana.

Floor Plan

The City of Oxford requires a floor plan for every rental unit. Floor plans must include dimensions for all walls, rooms, doorways, stairwells and windows, as well as room labels (bedroom, kitchen, etc.). See our Minimum Standards handout for more information. Owners/agents are required to submit a new/updated floor plan with all new rental permit applications, any time there is a change of ownership of an existing rental property, and any time the floor plan of the property changes. 

Inspections

Pursuant to Chapter 1305, PMC 310.2.2, no Rental Permit will be issued, nor will any Rental Permit be renewed, without a full or exterior-only inspection of the property by the code official or his/her agent(s). Furthermore, because the safety of Oxford residents is of the highest priority, rental inspection records indicate which permits have been issued based on a full (interior and exterior) inspection of the property, and which permits have been issued based solely on an exterior-only inspection of the property.
