2001 Oxford Citizen Survey for the Police DepartmentDuring the Spring Semester of 2001, the Oxford Police Department, the Oxford Police Advisory Board, and Professor Susan Baim and the BTE Introduction to Marketing classes at Miami University Middletown undertook a joint project of preparing a citizen survey for Oxford. Professor Baim worked with Chief Steve Schwein and the Oxford Police Advisory Board to prepare a survey questionnaire consisting of fifty-nine multiple choice and open ended questions regarding the services provided by OPD to the Oxford community.
Survey Purpose
Evaluate the perceptions of Oxford city residents regarding the Oxford Police Department (OPD):
- Overall satisfaction with police services.
- Performance ratings against specific issues.
- Detailed information on contacts with personnel in emergency and non-emergency situations.
Investigate key areas of concern among residents:
- Issues regarding the treatment of senior citizens.
- Issues regarding parking in Oxford.
- Issues regarding alcohol and drug abuse.
Overall Survey Design
The survey followed a mail survey format:
- 1857 questionnaires, mailed to randomly selected residents in six city regions, including the MU campus.
- Questionnaires were distributed roughly in proportion to the population of each region:
Region 1: 149
Region 2: 198
Region 3: 300
Region 4: 200
Region 5: 860
Region 6 – Campus: 150
- The regions (with the exception of Campus) correspond to the five Districts used by OPD. A district map will be available on the Police Web page in the near future. In the meantime, a map may be requested by e-mail, traditional mail, or by telephoning the Office of the Chief.
Questionnaire Design
Using a mail survey format, several different types of questions were used to elicit maximum data:
- Multiple choice – used for obtaining ratings in a standardized format.
- Multiple choice with comment field – used where respondents were encouraged to elaborate on their answers.
- Open-ended (verbatim) – used to capture respondents’ perceptions of issues in an unstructured format that allowed new topics to be discussed.
Professor Susan Baim created a Key Findings and Recommendation report for Chief Schwein and the command staff of the survey data. The full survey report consists of approximately five notebooks and is available to be viewed on-site at the Office of the Chief.
